Requires the State Building Code Council to establish codes and standards consistent with the goal of reducing greenhouse gas emissions associated with hydrofluorocarbons when updating the State Building Code. Specifies that no law, rule, ordinance, or code, including the State Building Code, shall prohibit or limit the use of a refrigerant deemed acceptable under federal law. Appropriates funds. RELATING TO CONSUMER PROTECTION.
Prohibits using geographic origins of coffee in labeling or advertising for roasted or instant coffee that contains less than a certain percentage of coffee by weight from that geographic origin, phased in to a minimum of fifty-one per cent on or after 7/1/2026. Excludes roasted or instant coffee produced in whole or in part from Hawaii-grown green coffee beans that are not offered for retail sale directly to consumers from labeling requirements. Prohibits use of the term "All Hawaiian" in labeling or advertising for roasted or instant coffee not produced entirely from green coffee beans grown and processed in the State. Authorizes retailers who, by 6/30/2024, purchase roasted or instant coffee blends that use a geographic origin in labeling or advertising containing less than twenty per cent Hawaii-grown coffee by weight to sell-off coffee inventory until 12/31/2024. Clarifies that the definition of "distribution" within the definition of "medical use" is limited to the transfer of cannabis and cannabis paraphernalia from the qualifying patient's registered primary caregiver to the qualifying patient. Clarifies that the authorization for the medical use of cannabis does not apply to the cultivation, handling, or possession of a qualifying patient's cannabis for medical use, unless the person is the qualifying patient or the qualifying patient's registered primary caregiver. Increases the restriction on the number of qualifying patients who may use a grow site to fifty, unless an exemption is obtained by the Department of Health, and authorizes the Department of Public Safety to inspect grow sites for compliance. Establishes that a person who is not a qualifying patient, primary caregiver, qualifying out-of-state patient, or caregiver of a qualifying out-of-state patient or medical cannabis dispensary under chapter 329D, Hawaii Revised Statutes, shall not be afforded certain protections. Authorizes only a qualifying patient or their designated primary caregiver to cultivate cannabis after December 31, 2024. Repeals a provision in existing law that exempts certain qualifying patients from obtaining medical cannabis or manufactured cannabis products from authorized sources. Prohibits the mischaracterization or disguise of transactions arising out of the production, manufacture, sale, or distribution of cannabis intended for medical use as another type of compensation or expense. RELATING TO THE LANDLORD-TENANT CODE.
Establishes a pre-litigation mediation procedure for tenancies that are subject to the eviction moratorium issued under the Governor's emergency proclamations relating to wildfires once the eviction moratorium expires. Restricts when landlord remedies are available depending on the amount of rent due. Appropriates funds to the Judiciary for mediation services. Effective 7/1/2024, except the new pre-litigation procedures are effective on the expiration of the final eviction moratorium. Repeals certain provisions on 12/31/2026, or on the one-year anniversary of the expiration of the Governor's final eviction moratorium emergency supplementary proclamation relating to wildfires, whichever occurs sooner. Requires the University of Hawaii Water Resources Research Center and the Sea Grant College Program to develop an overlay with the Hawaii Cesspool Prioritization Tool to identify specific priority areas in which the county sewer system or other centralized treatment system may most feasibly be expanded or constructed to reduce or eliminate cesspools before 1/1/2050. Makes an appropriation. (CD1)

Repeals the authority of counties to administer commercial property assessed financing programs and delegates all existing administrative responsibilities of the counties under the commercial property assessed financing program to the Hawaii Green Infrastructure Authority. Allows condominium associations to be eligible for commercial property assessed financing. (CD1)
